Description: This presentation is adapted from Dr. VanHettinga’s doctoral dissertation, Professional Reserve Armies: Underemployment and Labor Degradation in Professional Occupations. The study examined the extent of underemployment in four broad occupational categories through competing theoretical frameworks and economic models. The presentation incorporates data from the study, but examines underemployment in the broader socio-political and historical context as well as the nature and meaning of work. The study & presentation challenge the prevailing notion that simply training more workers and upgrading the workforce will “solve” the problem of un- and underemployment.
